Halong Bay can shift from sunny to cloudy quite quickly. Warm months from May to September are great for swimming, and light rain can appear without warning. From November to February the air is cooler, so bringing an extra layer makes the mornings and evenings more comfortable.
You should bring swimwear, sunscreen, a small towel, sandals and a light jacket. Space inside the cabins is limited, so a compact bag is easier to move around than a large suitcase. Keeping things simple makes the trip feel easier too.
